Director of Policy – COSSA – Denver, CO

Established in 1989, the Colorado Solar and Storage Association (COSSA) is the award-winning nonprofit association leading Colorado’s solar and storage industries. Our mission is to expand solar and storage markets and to generate jobs and prosperity for the people of Colorado. Together with hundreds of solar and storage business members we work to advance clean energy policies, remove market barriers, highlight emerging trends, and increase solar and storage education.

This position reports to the Chief Executive Officer.

A successful candidate will possess:

  • Tenacious problem solving skills, including the ability to accurately assess, resolve, communicate, and implement solutions to vexing problems
  • Strong leadership, management, and collaboration skills
  • Highly effective oral and written communication skills, including the ability to craft and present excellent presentations
  • Skills at creating, summarizing, and presenting information concisely and logically for executive decision-making
  • Proven ability to adapt to change and uncertainty in a calm and measured manner
  • Passion for solar and energy storage solutions, including a strong conceptual and analytical understanding of the potential for solar and storage and related technologies
  • An optimistic outlook and “can-do” attitude
  • A knowledge of, or desire to quickly learn, regulatory policy details related to solar and energy storage in Colorado.
  • An ability to work with experts and technical advisors and jointly develop detailed testimony.
  • Knowledge of and ability to work with administrative and regulatory agencies and their staff involved in solar issues.
  • Demonstrated ability to do legal research, draft motions and briefs, conduct discovery, and cross-exam witnesses

Educational and Experience Requirements

  • A juris doctor degree and active membership in good standing of the Colorado Bar (bar membership in other states will be considered).
  • Direct experience within the solar industry and direct experience before the Colorado PUC and other governing agencies are considered a plus but not a prerequisite.

Commitment

  • Position is available immediately. A minimum two-year commitment is required.

Position Responsibilities

Advocacy

  • Represent COSSA in proceedings at the Colorado Public Utilities Commission
    • Compose filings
    • Meet with Commission staff
    • Attend workshops and stakeholder groups
    • Work closely with outside counsel
    • Closely track and monitor dockets
  • Support legislative initiatives
    • Recommend policy details for sponsored legislation
    • Analyze bills from other sponsors
    • Negotiate amendments
  • Interact with COSSA members and COSSA Board
    • Staff policy committees
    • Research market opportunities
    • Facilitate internal COSSA decision making
    • Explain details of programs and proceedings to member companies
    • Produce factsheets and website updates
    • Meet with members to discuss policy needs and impact

Organizational Development

  • Work with membership staff to recruit member companies
  • Attend team meetings, board meetings, and strategy development retreats

Compensation Package

This will be a salaried position of $70,000 annually. The position also includes health insurance, 401(k) matching, and paid time off. Additional continuing education and conference funds will also be available.
